The Southern Alameda County GIS Authority was formed in April, 2001 under a Joint Powers Agreement with the Cities of Fremont, Newark, Alameda County Water District, and Union Sanitary District.  It's mission is to collectively develop, operate, and maintain a GIS system and data for it's member agencies.

The Authority’s service area is the Tri-City area, which generally includes the Cities of Fremont, Newark, Union City, and the areas within the boundaries of the Water District and Sanitary District.

The population in the Tri-City area is approximately 355,000.  The Tri-City area lies within the foothills and coastal areas of southern Alameda County, encompassing approximately 125 square miles.

A four member Board of Directors governs the Authority.  An Operating Committee comprised of staff from each of the member agencies implement the policies approved by the Board of Directors and handle the Authority's operations.
